Ed's Notes: This is an original character. The name is a reference to Ned Beatty's bumbling henchman to Lex Luthor in Superman: The Movie and briefly in Superman II. The idea here is, "What if he wasn't played by a comedic Ned Beatty, but rather by a dark and bad-ass Randall 'Tex' Cobb?" (pictured above) And, "What if instead of his portrayal in the movies , he was re-imagined as a Mike Ehrmantraut-type character; a cleaner, who can occasionally double as a low-level enforcer?" And THIS is what I came up with: A relatively low-cost character (about 1.9x or ~855 HP) with a particularly specific skill set and a carefully chosen Drawback.

Background: Otis Graves was once a promising and highly skilled Detective in the Metropolis Police Department, which followed a decorated military career. While one of the best officers on the force, an undercover drug bust went bad, and ended up in the death of the only son of a prominent power player in Metropolis politics. As a result, and due to political pressure applied behind the scenes, he was dismissed from the force in disgrace and charged with manslaughter for the boy's death. What kept him out of jail, and gainfully employed, was that he caught the eye of another prominent power broker in Metropolis who recognized the value of his skill set: Lex Luthor.

By day, and in his legitimate line of work, Otis is in charge of Janitorial Services at LexCorp, and can usually be found mopping a floor somewhere nearby Lex Luthor's office at LexCorp Headquarters in Metropolis. But his actual job is to follow up on bad hits and other crimes that might be traceable back to LexCorp, or to Luthor himself, and cleaning them. Basically, if there is a mess that Lex Luthor needs cleaned up, and he needs someone he can absolutely trust, he sends Otis. And in return for keeping him out of prison and lucratively employed, Otis shows an almost cult like devotion to Luthor. 

Although most people suspect him, or at least question why he's mopping floors for a living over at Lex Corp, he has thus far never been found at a crime scene. On rare occasions when he is questioned by law enforcement, or the odd cape-and-tights type, even when their Interrogation would otherwise be successful, his Catastrophic Loyalty to Luthor kicks in and he says nothing. He was at one time a straight-arrow cop, but his treatment and dismissal from the force left him cynical and vengeful, and he has since thrown the same level of professionalism into his new line of work as he once did in police work.

Personality: Otis is a man of few words, typically offering single word answers to most questions. He is a very large man, about 6'4", 240 pounds and muscular. He is intimidating, and while extremely calm and patient, has no time for courtesy or nonsense when on the job. If a witness isn't helpful, or can't get their story or alibi straight, well... They might end up being taken care of as part of the cleaning process themselves. Although feared by reputation, he almost never loses his temper though he radiates a certain apathy that most people find off-putting, at best. He has no friends, other that Lex Luthor, and doesn't care to. He is the consummate professional.

Usage in Games: It is unlikely he is every going to be found in action, unless the heroes set a trap for him. And even if they do, they are unlikely to get anything useful out of him.  Behind the scenes, he would be cleaning up crime scenes before the heroes got there: He would use his Detective skill on the crime scene (with a -2 CS OV/RV bonus for Scholar and another -1 OV bonus for Sharp Eye) and eliminates all clues that would be found up to the number of RAP's he receives. Unless the heroes exceed the number of RAP's he received, and uncover something truly obscure that he missed, the best they could be able to determine would be that the scene had been artificially cleaned.
